The Health Impact Assessment was finalized last week and I have just finished reading it. Although the report’s conclusions are dubious at best, the public comments, and Intrinsik’s response to them, are well worth reading to get a more thoughtful view of the health impact of the oil project.
Intrinsik concluded that there will be no substantial effect on human health from the nitrogen dioxide, particulate matter and toxic chemicals that this project will spew into the air. Even if one believes the levels of these pollutants will be low, when added to what’s already in the air, it’s very hard to believe that there won’t be a negative health impact. For example, particulate matter 2.5, the kind that is small enough to end up in our lungs, is already at unhealthy levels in Hermosa. Intrinsik has magically concluded that more of this bad stuff will not have an adverse impact on our health.
The level of these chemicals will be very dependent on the mitigation measures that the EIR identified. Just for air quality itself, there are more than 15 mitigation measures that E&B needs to implement. Please keep in mind that even if they are all properly implemented, we have no idea if they will all work as planned and actually reduce the pollutants.
Finally, Intrinsik makes the audacious claim that there will be a positive health effect from our political involvement. This is an absurd comment. It’s hard for anyone with common sense to take the HIA seriously.
